The purpose of this study is to identify the sources of soft power of the Islamic Republic of Iran in Iraq based on the Shiite (Fili) Kurds. Soft power can be defined as the management of public opinion. The ability to satisfy the audience by appealing to culture and values and even foreign policy by persuasion is the same as soft power. What is important is how to use the tools and methods of using soft power, which is important for Islamic Iran; it needs to know and use its software resources in countries according to the cultural, socio-political context of each target community. That is, the policy-making apparatus, executors and administrators must find the solutions of the same soft power in the target country and invest in it in order to ensure national interests. The research method is historical-qualitative (thematic analysis) and its statistical population includes first-hand documents and historical sources, as well as interviews with knowledgeable people or information gatekeepers.among the Shiites (Fili) Kurds rely on commonalities such as; Numerous historical, racial, ethnic, linguistic, religious commonalities The existence of independence and land in some provinces such as ilam, many years of life in Iran at the time of exile, and their interaction and cooperation with the revolutionary forces in the imposed war against the Iraq in the form of Iraq And the camp of Ramadan and ... this people has a high potential to ensure national interests and increase the soft power of Iran.
